Dear Regulators:

The US capital markets need to provide the best (most fair) and liquid markets. Unfortunately, as an individual investor many NASDAQ stocks I've owned have been delisted and now trade on the Pink Sheets and OTCBB markets. It is my belief that the lack of many basic rules (such as disclosure on short positions etc.) make the Pink Sheets and OTCBB markets havens for unscrupulous market participants.

Transparency regarding short selling in the OTC market should be a high priority of market regulators. Regulators should amend NASD Rule 3360 and require all NASD broker dealers in all markets to maintain a complete record of total "short" positions for each security for public dissemination.
