I manage a non profit corporation and have a difficult time fundraising as do most small non profits. H.R. 944 and 945 sound good on the surface but when viewed more closely I think they could cause real problems for us. They seem to be designed to discourage corporations from giving by making them jump through more hoops. Politicians are always talking about how we should reduce beaurocracy and then they attempt to add more. The rhetoric behind welfare reform was that our taxes shouldn't help poor people, corporations should give more and local communities should give more. What happened? Are they giving more and now politicians changed their minds? By the way, why aren't campaign contributors required to disclose every penny and why aren't lobbyists required to show who funds them?
