I urge the Commission to undertake a rulemaking re File No S7-10-03. Shareholders 
need to have more input about who represents them on corporate boards. Shareholder 
access to management proxy cards would help.
 
Also, it is time to eliminate the "ordinary business" exemption for shareholder 
proposals.
