Subject: RE: File No. S7-24-99 Author: "James Wang" at Internet Date: 11/15/99 2:35 PM Dear Sir/Madam: I fully support the regulation of short sales on NASDAQ Small-Cap, OTC BB and pick sheets. There is no reason to not regulate short shales on any stock markets if the SEC really wants to protect investors from fraud. When a company has only about limited outstanding shares and some brokerage firms can sell unlimited non-existent shares, how could a market order be established? Many illegal short sells have destroyed many promising small companies. We must enforce the rule that everybody should follow in the game. Right now the SEC has put many rules on investors and publich companies, but never put short sell rule on market makers and foreign brokerage firms in OTCBB market. Individual investors can sell short on penny stocks, but market makers can sell non-existent shares to the public. It's just not fair!!! Thanks! James
