This rule should be enacted and enforced at the SEC's earliest convenience, so as to prevent the further economic harming of small investors. I have seen too often this ruthless MM tactic used against responsible, long term investors and the companies they put their money into. As is fundamentally known, fledgling companies depend upon the infusion of capital from investors for long term growth, with the ultimate goal of becoming viable, independent economic entities providing shareholder value. Naked shorting seriously breaches this convention, rewarding the purveyors with financial gain while hurting those trying to create/invest in a viable business. Assuming this rule is enacted, I cannot recommend strongly enough the incarceration of any MM caught naked shorting. Mike Sutherland, P. Eng.
