(s7-24-99) Dear SEC, I was greatly encouraged to hear that you will be taking a hardline stance against the Naked Shorting that is going on in the OTCBB stocks. As an on record shareholder of CGPN(E), I was and am concerned about naked shorting that may have gone on and may be going on in the stock I own. My brother who is Mark Davis, has also owned OTCBB stocks in the past. We have both seen OTCBB stocks' shareprice drop down to near nothing many, many times. I am also concerned that the new rules which are being proposed are not going to be tough enough on these criminals. These are lawbreakers who are costing Americans millions and millions of dollars. They will not care if you just fine them for this. Would a thief who is stealing millions, care if you fined them thousands? My recommendation is too either add jail/prison time as punishment for these naked shorters, or make the fine severe enough, that they will never want to even attempt to steal from the American public again.
