From my own experience, some market makers hold substantial short positions in certain heavily traded stocks, dramatically affecting share price. Examining Time & Sales reports directly from the OTC Board reveal an endemic use of naked shorting in the OTC BB market. It is essential that individual investors (not to mention company management) have an accurate assessment of short interest before investing in these securities. I fully support any proposal that requires full disclosure of market maker positions to prevent fraud and manipulation that undermine the "free and open" market ideal.
