Subject: Short Sales - Comments Author: Dwayne Hines II at Internet Date: 12/04/1999 1:32 PM To the Security & Exchange Commission I wish to comment on the proposed changes in the rules concerning the shorting of stocks. It is my opinion that the rules should remain as they are currently. This is especially true for the smaller stock listings in the range below $3-$5. Many of these companies are fighting to get on their feet as a company and to allow the shorting to hit them can hurt the stock just when it needs to grow the most. Some of the tactics of those who gain from the shorting of these stocks can include the spreading of ruinous rumors via various means. A larger, more established company can weather these false stories better than a small company which can be devastated by the lies spread for merely the short term gain of the shorter.
