Subject: SEC's_Concept_Release File_#S7-24
 
Dear SEC;
     
Please stop OTCBB Market Makers shorting stocks by approving SEC's Concept 
Release 34-42037, File #S7-24-99. I have been witnessing Market Maker 
manipulation in stocks I am invested in (INVT and TDCM). In INVT's case, the 
shorting is blatant and fraudulent to the point of not honoring the foreign 
Market Makers request trades (certificates). It is obvious they do not have 
shares certificates available to satisfy their request.
     
What is an investor to do? We do not have the power, organization nor expertise 
to deal with such powerful and illusive companies. I, together with many 
shareholders ask you for your help stopping these costly unfair and illegal 
Market Makers activities.
     
Let the market be a free environment where our hard earned investment moneys are
fairly protected by our government bodies.
