Date: 12/18/1999 10:28 PM Subject: File No. S7-24-99 Mr. Jonathan G. Katz This is the second letter I have sent regarding File No. S7-24-99. I feel it necessary because I too wish to have the uptick rule retained. What shorts and the Market Maker's do to the small investor with OTCBB stocks is immoral and should be outlawed. By the way, if you do adopt the proposed rule and retain the Uptick rule I hope there will not be a "grace period" so the petty machinations of the shorts, bears and MM's will fall on their collective heads immediately! 1) We the Individual Investing public, want to have the shorting Rules that currently cover the Main Exchanges (the NASDAQ, NYSE, and the AMEX), extended to the stocks and companies that trade on the OTCBB, and 2) We the Individual Investing Public, want to make sure that the Uptick rule is KEPT IN PLACE for our protection so as to avoid 'bear raids' and 'pile on' attacks by the shorts!
