Date: 06/20/2000 11:24 AM Subject: S7-24-99 text Hi I would like to comment on the proposed rule. Using level 2 reports it seems that someone must be manipulating the otccbb market. And I suspect it must be the market makers. I see buys going through for a large number of shares and yet the bid and ask for 100 share lots seem to steer the price. I cannot image most investors buy shares in 100 lot segments when the cost of the trade would far exceed the price of a typical otcbb stock. The general concenesous is that the mm are driving the price down to cover their short positions. Maybe they are and maybe there are not but the perception of market makers manipulating a stock drives investors to other markets thereby drying up funding for these companies. I think investors in otcbb stocks should be afforded the same protection as investors in nas and nyse. Vic Garside - individual investor
