Date: 01/30/2000 10:56 PM Subject: Short Selling File No. S7-24-99 Dear Sirs, I'm curious as to why the public is subject to a different set of short selling rules than the people who make the markets. Why is the public not allowed to sell short IPO's on opening day? Why can't the public carry naked shorts, or sell on down ticks? Market makers and firms are allowed those advantages, yet the public isn't. Does this seem fair? Why have the rules to short selling not changed in so many years, even though the markets have?
