   I would like to add my voice to that of the many others who have
already written you
requesting that you stop the naked shorting as proposed in rule 
S7-24-99. Allowing the
market makers to completely control the OTC.BB by the use of  unlimited 
naked
shorting is not healthy for the small startup companies nor the 
investors who trade on
the OTC.BB. I think that you have made a giant step in cleaning up the 
OTC.BB by
requiring the companies to become fully reporting. Please continue with 
this cleanup by
stopping naked shorting. I would  also ask that you leave  the uptick 
rule alone. It is my understanding that S7-24-99 does away with the 
uptick rule, please leave this piece of
protection in..
