Date: 12/22/1999 5:38 PM Subject: File%20No.%20S7-24-99 I applaud the SEC's intention to require OTC-Bulletin Board market makers to follow the same rules regarding "shorting" of securities that are required for the larger exchanges. These securities, historically subject to much less regulatory scrutiny, have been abused in numerous cases by rouge market makers(example - shorting more than the actual outstanding shares i.e. phanton shorts , in order to artifically maintain a low share price).
