Date: 12/08/1999 2:58 PM Subject: S7-24-99 I consider the market maker practice of "naked shorting" to be a criminal offense against investors. There is a much greater chance of getting robbed on the OTCBB than on any city street in the world. Perhaps we should legalize mugging on the streets of New York. Soon the muggers will be wearing designer suits, silk ties, driving to work in their Mecedes Benz convertibles. Market makers have been stealing from the small time investors, the easiest of prey, with carte blanche approval from the Securities Exchange Commission. Until SEC puts an end to this practice, I will consider them an accomplice to the crime. Thankyou for your interest
