Subject: short trading rules

I would like to strongly urge you to extend the Short Sale Rule to 
Non-Exchange Listed Securities.  These markets are highly manipulated by 
short sellers and small investors need SEC protection here.  
     
This is an important capital formation market and one where small invetors 
can contribute to and participate in the growth of new companies providing 
ecomonmic benefits to our communities.
