Subject: Rule 33-8398, Securities Transaction Settlement

As an individual investor, I am burdened by the archaic rule that allows companies, both brokeragesand mutual funds, to restrict my access to my money when I make a sale. If Vanguard can settle overnight, so can Strong and other mercenary entities that are simply playing the float with my money. The sale of a domestic security should allow for not less than overnight settlement and could be done with straight through processing if the right electronic filters and software were mandated by the SEC.

Please rule on the side of the investing public and reduce the T+3 rule to not more than overnight settlement. Thanks for allowing me this voice.
