Hilary Allen Photo

Hilary Allen –  Professor of Law, American University Washington College of Law

Ms. Allen is an internationally recognized expert on financial stability regulation and new financial technologies. She has been invited to share her research and expertise with financial regulators and central banks around the world. 

Ms. Allen has testified before the House Financial Services Committee and the Senate Banking Committee, and is the author of the book Driverless Finance: Fintech’s Impact on Financial Stability (2022, Oxford University Press). 

Ms. Allen received her Bachelor of Laws from the University of Sydney, Australia, and her Master of Laws in Securities and Financial Regulation Law from Georgetown University Law Center.  Ms. Allen spent seven years working in the financial services groups of prominent law firms in London, Sydney, and New York.  In 2010, she worked with the Financial Crisis Inquiry Commission.

Eun Ah Choi Photo

Eun Ah Choi – Global Head of Regulatory Operations, Nasdaq

Ms. Choi manages multi-disciplinary teams in the U.S. and Europe responsible for the qualification and compliance of listed companies, ETFs, options and other securities, including crypto-based instruments. She also leads Nasdaq’s global trading surveillance program to promote and maintain an efficient and orderly marketplace for investors, market participants and listed companies. Ms. Choi frequently engages with U.S. and overseas regulators on policy matters affecting the financial ecosystem.

Previously, Ms. Choi was managing executive in the SEC's Division of Investment Management, where she managed and significantly expanded a new office focused on risk monitoring and data analytics related to the asset management industry. She also led special projects related to capital raising transactions involving complex issues under the securities laws.

In her roles as a partner at Hogan Lovells and as in-house counsel at Willis Towers Watson and Northrop Grumman, Ms. Choi represented publicly and privately held companies, boards of directors and investment banks in a broad range of securities law matters, capital raising transactions, M&A, and corporate governance topics.

Jeffrey Dinwoodie –  Partner, Cravath, Swaine & Moore LLP

Mr. Dinwoodie is a partner in Cravath’s Financial Institutions Group.  His practice focuses on advising clients on financial regulation and compliance, enforcement and examinations, and M&A and other corporate transactions. His clients include established institutions, emerging companies and entrepreneurs. His work spans both traditional finance and innovation‑related and crypto asset issues.

From 2017 to 2021, Mr. Dinwoodie held senior positions at the SEC and the U.S. Treasury Department. At the SEC, he served as Chairman Jay Clayton’s Chief Counsel and as the agency’s Deputy Representative to the Financial Stability Oversight Council and the President’s Working Group on Financial Markets. Will Geyer – Head of Capital Markets, Invesco

Mr. Geyer oversees counterparty relationships globally and leads investment transformation initiatives, including the Alpha program's project management and digital assets market microstructure.

Mr. Geyer joined Invesco in 2018. Previously, he was the global head of the workflow technology business unit at ITG, where he led the strategy, development, and operations for the firm's desktop software and network products, including the XIP OMS, Triton EMS, and ITG connectivity network. Before ITG, he served as president and CEO of Jones Trading. His earlier experience includes being the global head of alternative execution at Citigroup, overseeing program trading, algorithmic trading, FIX connectivity, and transition management. He began his career at Barclays Global Investors in 1995, ultimately leading the U.S. equity trading desk.

Mr. Geyer holds a BA in political science from the University of Southern California and Series 7, 24, 55, and 63 registrations.

Gene Hoffman, Jr.  – Chief Executive Officer, Chia Network

Mr. Hoffman serves as CEO and a member of the board of directors for Chia Network, and he also serves as co-chief executive of Permuto Capital, a joint venture between Chia Network and 3V Capital Partners SE that unbundles dividends from the rest of the equity of blue chip stocks as two new constituent securities that trade on both NYSE and the Chia blockchain. The initial stocks include Microsoft, Apple, and Broadcom.

Prior to Chia, Mr. Hoffman served as chief executive officer and chairman of Vindicia Inc., a subscription payments company that was acquired by Amdocs Ltd.

Mr. Hoffman redefined the music industry as the co-founder and chief executive officer of Emusic.com Inc., a publicly traded online music store, which was acquired by Universal Music Group.

Sandy Kaul – SVP and Head of Franklin Innovation Research, Strategies & Technologies (FIRST), Franklin Templeton 

Ms. Kaul's team focuses on how disruptive technologies and innovation are reshaping the trajectory of asset and wealth management and how Franklin Templeton, its clients, and its partners evolve their offerings to realize the benefits of new capabilities. Efforts span the enhancement of existing products and services, the creation of new offerings, and the deployment of emerging technologies such as artificial intelligence and digital assets. 

Prior to joining Franklin Templeton, Ms. Kaul created and built out the business advisory services team over a 12-year period with Citi Global Markets and within Citi Wealth Management. Earlier in her career, she worked on the sell-side as a futures research analyst at Shearson Lehman Brothers, on the buy-side as a portfolio manager at Commodities Corporation/Goldman Sachs Asset Management, and as a program manager at J.P. Morgan Private Bank. Ms. Kaul additionally has a background in consulting, leading the introduction of web-based capabilities into the institutional financial services space via her work with the innovative technology startup firm Scient during the dot.com era and then with capital markets niche specialty consulting firm MA Partners.

Ms. Kaul is co-chair of the Commodities Futures Trading Commission's Digital Asset Subcommittee and is on the World Economic Forum Digital Assets Advisory Board and the DTCC’s Digital Asset Advisory Board. She graduated with a major in history and a minor in political science from Colgate University.

Johann Kerbrat – SVP and General Manager, Robinhood Crypto

Mr. Kerbrat oversees and leads strategy for the crypto business at Robinhood Crypto. He joined Robinhood to support the company in its mission to democratize finance for all and open up access to crypto to everyday investors.

Prior to joining Robinhood, Mr. Kerbrat held engineering roles at Airbnb as well as a privacy-focused cryptocurrency startup, and he founded an e-commerce and payments platform company.

Cynthia Lo Bessette –  Head of Fidelity Digital Asset Management, Fidelity Investments

Ms. Lo Bessette oversees the strategic vision and priorities for the digital asset investment, operations, and ecosystem groups, including research analysts, portfolio construction, trading, data science and blockchain engineering, investment product, operations and digital asset strategists teams. 

In addition to developing and managing investment products and advisory services, Ms. Lo Bessette’s team engages with clients on digital asset education including investment and ecosystem perspectives, as well as opportunities to create new utilities and access in using digital assets.

Ms. Lo Bessette has extensive experience working with asset management firms investing globally across asset classes and serving a worldwide investor base, including retail and institutional investors. She has broad experience working with global asset managers on strategic transactions and on startup and establishment of new businesses in global markets, investment product development and distribution, and portfolio management matters involving U.S. and foreign regulations and local market practices. She leverages this deep asset management experience to lead the development and design of investment solutions investing across digital assets and using blockchain and smart contract technology to enhance the utility of assets and capital allocation between traditional and digital finance.

Kelly A. Mathieson – Chief Business Development Officer, Digital Asset

Ms. Mathieson leads strategic client and partnership development at Digital Asset, which is the creator of the Daml smart contract language and the Canton Network, the only privacy-enabled, permissioned blockchain network built for regulated financial markets. In her role, Ms. Mathieson works with institutions including Broadridge, Circle, DRW Cumberland, EquiLend, Goldman Sachs, HKEX, HSBC, iCapital, and Nasdaq. 

Ms. Mathieson joined Digital Asset in 2016, bringing over 30 years of capital markets experience from J.P. Morgan and Goldman Sachs, where she held senior leadership positions across corporate and investment banking, asset management, and securities services.

Ms. Mathieson also serves on the board of Jaid and as an advisor to Protego Trust and Oxford University’s Creative Destruction Lab.

Robert Mitchnick – Head of Digital Assets, BlackRock

Mr. Mitchnick is a member of the Corp Exec-COO Executive team and is responsible for driving BlackRock's digital assets strategy, including working with internal business units to develop and execute on strategic initiatives around digital assets.

Prior to joining BlackRock, Mr. Mitchnick spent time at CPP Investment Board in public markets and private investments, and at Ripple. He co-authored "A Fundamental Valuation Framework for Cryptoassets" along with John Bates Clark medal winner Susan Athey.

Mr. Mitchnick has BA and BCom degrees from Queen's University and an M.B.A. from Stanford, where he graduated as an Arjay Miller Scholar and the Robichek Award winner in Finance. He holds a Blockchain Technologies Certification from MIT Sloan, and is a CFA Charterholder.

Ms. Moy serves as Head of Digital Assets, Data, and AI Strategy and leads Apollo’s efforts in digital asset innovation, investing in and partnering with companies transforming financial services while integrating blockchain technology into Apollo’s businesses. Georgia Quinn –  Chief Legal Officer, Securitize

Ms. Quinn is a legal expert in digital assets and financial regulation at Securitize, a leader in the tokenization of real world assets through its SEC-registered broker-dealer, digital transfer agent, fund administrator, and alternative trading system. Securitize provides services including token issuance, investor onboarding, compliance, trading, and fund administration, all within a regulated framework.

Prior to Securitize, Ms. Quinn was the general counsel of Anchorage Digital, a digital asset platform for institutions, and she helped attain the first and only federal banking charter for digital assets. She previously was the general counsel of CoinList, a cryptocurrency exchange and platform that provides services to top token developers. She also is the co-founder of iDisclose (acquired by Kingscrowd), a legal technology company focused on the disclosure and legal document needs of small business and startup entrepreneurs.

Ms. Quinn began her practice in capital markets at Weil, Gotshal and Manges and later moved to Seyfarth Shaw before founding iDisclose. Ms. Quinn earned her BFA from New York University and her JD from Columbia Law School.

Johnny Reinsch – Executive Director, Tokenized Asset Coalition (TAC)

Mr. Reinsch oversees a leading industry organization for asset tokenization whose members include Circle, Coinbase, Aave, Centrifuge, and other prominent protocols and platforms. The goal of the TAC is to promote thoughtful adoption of tokenized assets through education and adoption of standards of excellence.

Previously, Mr. Reinsch served as CEO of Tradable, where he led the tokenization of over $1.4B in private credit deals, built a world-class team, and secured investments from prominent backers. Before Tradable, he co-founded and served as CEO of Qwil, a fintech company providing early payment solutions to SMBs globally that advanced approximately $300 million under his leadership and was recognized among FastCompany's Most Innovative Companies in 2019.

Mr. Reinsch's crypto experience extends to his role as SVP of Strategy at Xapo, where he developed the institution business later acquired by Coinbase and engaged with regulators on balanced crypto regulation. His earlier career includes working as an M&A attorney with Kirkland & Ellis, Wilson Sonsini, and Goodwin Procter, advising on transactions totaling more than $20 billion. A crypto investor and advisor since 2013, Mr. Reinsch remains active in the space through Tesseract Capital, focusing particularly on the intersection of crypto and real-world assets.

H. Joshua Rivera – Operating Partner & General Counsel, Blockchain Capital 

Mr. Rivera is an expert in the legal and regulatory issues attending various aspects of the crypto industry, including token protocols, DeFi, KYC/AML, and tokenization and RWAs. He has extensive experience analyzing the blockchain industry’s rapidly evolving regulatory landscape. He is a member of the Blockchain Capital investment team, providing particular expertise in assessing salient legal questions pertinent to prospective and current portfolio companies. 

Mr. Rivera serves on the board of directors for the Blockchain Association, a crypto industry policy trade association, where he helps coordinate industry consensus on policy and regulatory matters. He testified at a hearing before the House Committee on Financial Services Subcommittee on Digital Assets, Financial Technology and Inclusion in 2023.

Before joining Blockchain Capital, Mr. Rivera worked as a senior associate at Cooley LLP and as an associate at Shearman & Sterling LLP. Mr. Sabella is responsible for leading the legal teams that supports DTCC’s three SEC-registered and FSOC-designated clearing agencies: the Depository Trust Company, National Securities Clearing Corporation, and Fixed Income Clearing Corporation. 

Mr. Sabella has more than 20 years of experience in financial services and policy, starting at a large international law firm before serving for 10 years in the SEC's Division of Trading and Markets, where he was appointed to a number of senior roles and led teams that worked on policy and rulemakings for a variety of areas, including financial market infrastructures. He became Acting Director for the Division of Trading and Markets before leaving the agency in 2021 to rejoin the private sector.

Author of the Angela Walch publication on Substack, Ms Walch was a Professor of Law at St. Mary’s University of Law from 2012 to 2023. Alex Zozos  – General Counsel, Superstate 

Mr. Zozos leads the company’s legal and regulatory strategy, including the development of one of the first SEC-registered transfer agents purpose-built for digital assets as well as multiple tokenized security funds with AUM totaling greater than $700 million.

Prior to Superstate, Mr. Zozos was Associate General Counsel at Coinbase, where he advised on tokenization, derivatives, USDC, and global expansion. He previously served in the SEC’s Division of Trading and Markets, where he focused on market structure and regulatory oversight with a particular focus on crypto-related initiatives. Mr. Zozos began his career on Wall Street at JPMorgan and later practiced law at Lowenstein Sandler advising fintech and crypto clients on securities and regulatory matters. His work spans traditional and decentralized finance with a focus on bridging existing regulatory frameworks with emerging blockchain-based infrastructure.

Ms. Kaul additionally has a background in consulting, leading the introduction of web-based capabilities into the institutional financial services space via her work with the innovative technology startup firm Scient during the dot.com era and then with capital markets niche specialty consulting firm MA Partners.

Ms. Kaul is co-chair of the Commodities Futures Trading Commission's Digital Asset Subcommittee and is on the World Economic Forum Digital Assets Advisory Board and the DTCC’s Digital Asset Advisory Board. She graduated with a major in history and a minor in political science from Colgate University.

Mr. Kerbrat oversees and leads strategy for the crypto business at Robinhood Crypto. He joined Robinhood to support the company in its mission to democratize finance for all and open up access to crypto to everyday investors.

Prior to joining Robinhood, Mr. Kerbrat held engineering roles at Airbnb as well as a privacy-focused cryptocurrency startup, and he founded an e-commerce and payments platform company.

Cynthia Lo Bessette –  Head of Fidelity Digital Asset Management, Fidelity Investments

Ms. Lo Bessette oversees the strategic vision and priorities for the digital asset investment, operations, and ecosystem groups, including research analysts, portfolio construction, trading, data science and blockchain engineering, investment product, operations and digital asset strategists teams. 

In addition to developing and managing investment products and advisory services, Ms. Lo Bessette’s team engages with clients on digital asset education including investment and ecosystem perspectives, as well as opportunities to create new utilities and access in using digital assets.

Ms. Lo Bessette has extensive experience working with asset management firms investing globally across asset classes and serving a worldwide investor base, including retail and institutional investors. She has broad experience working with global asset managers on strategic transactions and on startup and establishment of new businesses in global markets, investment product development and distribution, and portfolio management matters involving U.S. and foreign regulations and local market practices. She leverages this deep asset management experience to lead the development and design of investment solutions investing across digital assets and using blockchain and smart contract technology to enhance the utility of assets and capital allocation between traditional and digital finance.

Kelly A. Mathieson – Chief Business Development Officer, Digital Asset

Ms. Mathieson leads strategic client and partnership development at Digital Asset, which is the creator of the Daml smart contract language and the Canton Network, the only privacy-enabled, permissioned blockchain network built for regulated financial markets. In her role, Ms. Mathieson works with institutions including Broadridge, Circle, DRW Cumberland, EquiLend, Goldman Sachs, HKEX, HSBC, iCapital, and Nasdaq. 

Ms. Mathieson joined Digital Asset in 2016, bringing over 30 years of capital markets experience from J.P. Morgan and Goldman Sachs, where she held senior leadership positions across corporate and investment banking, asset management, and securities services.

Ms. Mathieson also serves on the board of Jaid and as an advisor to Protego Trust and Oxford University’s Creative Destruction Lab.

Robert Mitchnick – Head of Digital Assets, BlackRock

Mr. Mitchnick is a member of the Corp Exec-COO Executive team and is responsible for driving BlackRock's digital assets strategy, including working with internal business units to develop and execute on strategic initiatives around digital assets.

Prior to joining BlackRock, Mr. Mitchnick spent time at CPP Investment Board in public markets and private investments, and at Ripple. He co-authored "A Fundamental Valuation Framework for Cryptoassets" along with John Bates Clark medal winner Susan Athey.

Mr. Mitchnick has BA and BCom degrees from Queen's University and an M.B.A. from Stanford, where he graduated as an Arjay Miller Scholar and the Robichek Award winner in Finance. He holds a Blockchain Technologies Certification from MIT Sloan, and is a CFA Charterholder.

Georgia Quinn –  Chief Legal Officer, Securitize

Ms. Quinn is a legal expert in digital assets and financial regulation at Securitize, a leader in the tokenization of real world assets through its SEC-registered broker-dealer, digital transfer agent, fund administrator, and alternative trading system. Securitize provides services including token issuance, investor onboarding, compliance, trading, and fund administration, all within a regulated framework.

Prior to Securitize, Ms. Quinn was the general counsel of Anchorage Digital, a digital asset platform for institutions, and she helped attain the first and only federal banking charter for digital assets. She previously was the general counsel of CoinList, a cryptocurrency exchange and platform that provides services to top token developers. She also is the co-founder of iDisclose (acquired by Kingscrowd), a legal technology company focused on the disclosure and legal document needs of small business and startup entrepreneurs.

Ms. Quinn began her practice in capital markets at Weil, Gotshal and Manges and later moved to Seyfarth Shaw before founding iDisclose. Ms. Quinn earned her BFA from New York University and her JD from Columbia Law School.

Johnny Reinsch – Executive Director, Tokenized Asset Coalition (TAC)

Mr. Reinsch oversees a leading industry organization for asset tokenization whose members include Circle, Coinbase, Aave, Centrifuge, and other prominent protocols and platforms. The goal of the TAC is to promote thoughtful adoption of tokenized assets through education and adoption of standards of excellence.

Previously, Mr. Reinsch served as CEO of Tradable, where he led the tokenization of over $1.4B in private credit deals, built a world-class team, and secured investments from prominent backers. Before Tradable, he co-founded and served as CEO of Qwil, a fintech company providing early payment solutions to SMBs globally that advanced approximately $300 million under his leadership and was recognized among FastCompany's Most Innovative Companies in 2019.

Mr. Reinsch's crypto experience extends to his role as SVP of Strategy at Xapo, where he developed the institution business later acquired by Coinbase and engaged with regulators on balanced crypto regulation. His earlier career includes working as an M&A attorney with Kirkland & Ellis, Wilson Sonsini, and Goodwin Procter, advising on transactions totaling more than $20 billion. A crypto investor and advisor since 2013, Mr. Reinsch remains active in the space through Tesseract Capital, focusing particularly on the intersection of crypto and real-world assets.

H. Joshua Rivera – Operating Partner & General Counsel, Blockchain Capital 

Mr. Rivera is an expert in the legal and regulatory issues attending various aspects of the crypto industry, including token protocols, DeFi, KYC/AML, and tokenization and RWAs. He has extensive experience analyzing the blockchain industry’s rapidly evolving regulatory landscape. He is a member of the Blockchain Capital investment team, providing particular expertise in assessing salient legal questions pertinent to prospective and current portfolio companies. 

Mr. Rivera serves on the board of directors for the Blockchain Association, a crypto industry policy trade association, where he helps coordinate industry consensus on policy and regulatory matters. He testified at a hearing before the House Committee on Financial Services Subcommittee on Digital Assets, Financial Technology and Inclusion in 2023.

Before joining Blockchain Capital, Mr. Rivera worked as a senior associate at Cooley LLP and as an associate at Shearman & Sterling LLP. Mr. Sabella is responsible for leading the legal teams that supports DTCC’s three SEC-registered and FSOC-designated clearing agencies: the Depository Trust Company, National Securities Clearing Corporation, and Fixed Income Clearing Corporation. 

Mr. Sabella has more than 20 years of experience in financial services and policy, starting at a large international law firm before serving for 10 years in the SEC's Division of Trading and Markets, where he was appointed to a number of senior roles and led teams that worked on policy and rulemakings for a variety of areas, including financial market infrastructures. He became Acting Director for the Division of Trading and Markets before leaving the agency in 2021 to rejoin the private sector.

Alex Zozos  – General Counsel, Superstate 

Mr. Zozos leads the company’s legal and regulatory strategy, including the development of one of the first SEC-registered transfer agents purpose-built for digital assets as well as multiple tokenized security funds with AUM totaling greater than $700 million.

Prior to Superstate, Mr. Zozos was Associate General Counsel at Coinbase, where he advised on tokenization, derivatives, USDC, and global expansion. He previously served in the SEC’s Division of Trading and Markets, where he focused on market structure and regulatory oversight with a particular focus on crypto-related initiatives. Mr. Zozos began his career on Wall Street at JPMorgan and later practiced law at Lowenstein Sandler advising fintech and crypto clients on securities and regulatory matters. His work spans traditional and decentralized finance with a focus on bridging existing regulatory frameworks with emerging blockchain-based infrastructure.

Mr. Zozos holds a BS in Finance and Accounting from Villanova University and a JD from Fordham Law School.
