DRAFT EDGAR Filer Manual (Volume II)

Update (February 13, 2014): EDGAR Release 14.0 implementation will be no sooner than Monday, March 3, 2014.

This draft Filer Manual, posted before Commission approval of potential regulatory changes in this release, is provided as a service to our filing community to assist filers, agents, and software developers prepare for potential changes the staff anticipates. Since this is a draft manual, the SEC retains the right to change any part of the manual before the new system release is made final. In addition, the final EDGAR Filer Manual (Volume II) (Version 26) is subject to Commission approval and may be revised before approval or not approved at all. Similarly, the posting of the draft manual does not indicate Commission approval of any pending proposed changes relating to the potential changes reflected in the draft manual. The final version of the manual will be made available as and if approved by the Commission, on the SEC's Public Website.

Changes to the DRAFT EDGAR Filer Manual (Volume II) - EDGAR Filing (Version 26) are being made to update the filer manual to reflect changes scheduled to be implemented no sooner than March 3, 2014.

• EDGAR will be updated to add new submission form types MA, MA-A, MA/A, MA-I, MA-I/A, and MA-W to the EDGAR Filing Website. These submission form types will be accessible by selecting the 'File Municipal Advisor Forms' link available on the EDGAR Filing Website. See Release No. 34-70462 for compliance dates.
   
• Submission form types 8-K, 8-K/A, 10-K, 10-K/A, 10-KT, 10-KT/A, 10-D, 10-D/A, POS AM, 424B1, 424B2, 424B3, 424B4, 424B5, 424B7, and 424B8 will be updated to collect Depositor CIK, Sponsor CIK, ABS Asset Class, and ABS Sub Asset Class information for filings where the primary registrant CIK is designated as an Asset-Backed Securities issuing entity (i.e., entities assigned the Standard Industrial Classification Code 6189).
   
• Submission form type 13F-HR/A will be updated to allow a future date for the "Date denied or on which confidential treatment expired" field.
   
• For EDGARLink Online application, recommended version for Firefox browser is being changed from 3.5 to 17.0 or higher. For all EDGAR websites, Microsoft Internet Explorer 7.0 or later is the recommended browser.
   
• Minor documentation only corrections were made to Chapter 6, Interactive Data, sections 6.5.20 and 6.6.29 of the "EDGAR Filer Manual, Volume II: EDGAR Filing."
