DRAFT EDGAR XFDL Technical Specification (Version 9)

This DRAFT EDGAR XFDL Technical Specification (Version 9), posted before Commission approval of potential regulatory changes in this release, is provided as a service to our filing community to assist filers, agents, and software developers in their preparation of responses to potential changes the staff anticipates. Since this is a draft specification, the SEC retains the right to change any part of the specification before the new system release is made final. In addition, the final EDGAR XFDL Technical Specification is subject to Commission approval and may be revised before approval or not approved at all. Similarly, the posting of the DRAFT EDGAR XFDL Technical Specification (Version 9) does not indicate Commission approval of any pending proposed changes relating to the potential changes reflected in the draft specification. The changes outlined in this draft specification, if approved, are scheduled to take effect on September 28, 2009. The final version of the specification will be made available if approved by the Commission on or about September 28, 2009 on the SEC's Public Website.

EDGAR Release 9.17 introduces the following change to the DRAFT EDGAR XFDL Technical Specification (Version 9):

Changes By Template

A summary of the changes are as follows (please refer to the appendices that appear in the XFDL specification for details):

Template 1

Forms F-6, F-6/A, F-6EF, and F-6 POS now allow filers to add Subject Company related information.  All banks representing American Depository Receipts should obtain their own EDGAR access codes and file these forms using their CIK and the Subject Company’s CIK. These submission types are available on EDGARLink Submission Template #1 which should be downloaded to ensure that filings are filed successfully.

No Change

Template 3

Filers are now able to electronically submit the withdrawal of an application for exemptive or other relief from the federal securities laws as submission types APP WD and APP WD/A on the EDGARLink Submission Template #3. EDGAR will continue to accept these applications in the paper format. The filers will need to select either 34 or 40 as the ACT for the submission types APP WD and APP WD/A.
