Subject: SR-NYSE-99-47
Regarding proposed Rule SR-NYSE-99-47:
     
I object to the proposed rule. This rule does not protect the public. It 
puts the public at the mercy of those that can afford margin and gives them 
the ability to 'short' at a 4/1 ratio, the public out of the market.
