Subject: UNFAIR     SR-NYSE-99-47
Dear Sirs: 
I am opposed to SR-NYSE-99-47
This law will severly limit the small guy and allow brokerages and institutions 
to gain. Only organizations and the rich will be able to trade.. Unfair to the 
ave. person.
I have a career trading and much money involved and time.... this ruling will 
affect my career.
