Thank you for the opportunity to respond to NASDAQ's proposed Actual 
Size Rule.  Allen & Co., Inc. believes the Actual Size Rule should apply 
permanently to all NASDAQ securities.
     
NASDAQ in its March 23, 1998 Head Trader Alert #1998-14 listed numerous 
reasons for appoval of this rule.  While all are compelling, we feel 
strongest about reducing the double liability of contemporaneous 
Selectnet and SOES orders.
