I applaud the views of Ms. Cline.  The "let's examine the
technology" excuse for delaying rule implementation, is lame.
Adopt the rule, and then the offshore firms can catch up or leave
our markets.

Years ago, the SEC adopted the "uptick rule" against far more
compelling technological objections, because then their goal was
capital markets where the strong were honest, the weak secure and
the prices transparent.  Now: the regulators' goal is to please
all their potential post-regulator employers.  Sad.
