Comments regarding File No. S7-5-99, amendments to Rule 15c2-11
     
The role of the market maker is simply to match buyers and sellers. To 
place upon them the requirement that they also be auditor, regulatory 
overseer, analyst and policeman would be detrimental to the role the 
market maker plays. The investor must ultimately accept responsibility 
for the investment they make. It's unfortunate that fraud takes place, 
but legitimate market makers have had no role in that fraud. This rule 
takes aim at the wrong interested party.
     
I urge you to reconsider the proposed amendments and reject them as they 
are currently drafted.
