Subject: Rule S7-5-99

To Whom it may concern:
     
The proposed amendment S7-5-99, although it sounds good will ultimately 
scare off legitimate market makers in the OTC pink sheet market and allow 
fraudulent minded market makers to control these stocks. I implore you not 
to approve the proposed amendment.
