I am opposed to File No.s7-5-99 because as written it bears great 
potential to reduce the market coverage of many small companies. 
Reduction of the coverage of small companies will reduce the 
opportunities for small investors to get a chance to own many companies 
while they are still affordable and to have an opportunity to profit from 
the growth of those companies.  Additionally, this will withdraw capital 
availability from the market and will untimately reduce the growth of 
many markets.
