Subject: Proposed Regulation FD
 
Dear Mr. Levitt:
     
As an individual investor, I have often felt the markets were manipulated by 
an elite 
selection of analysts which have been privy to advance information before it 
reaches the general public.  Since the individual investor is increasingly 
responsible to fund their own retirement via 401K's, IRA'S, SEP'S, etc., and 
with interest rates so low that most fixed income investments do not even 
keep up with inflation after taxes, it is imperative that the playing field 
be leveled to enable the individual investor equal opportunities.  Given my 
thoughts as stated above, I strongly urge passing Regulation FD.
