Subject: Regulation FD comment - File No. S7-31-99

As an active individual investor, I am enthusiastic about the proposed 
Regulation FD that aims to eliminate selective disclosure.
     
Since the new technology has made it practical for companies to issue 
material information in a way that makes it universally available at the 
same time to connected individual investors, the old selective 
dissemination has become outdated.   Not merely outdated but giving rise 
to needless unfairness and inefficiency.   
For my part, I applaud BestCalls' initiatives and wish to add my 
wholehearted two-cents-worth, please, to supporting urgent introduction 
of the proposed Regulation FD.
