Subject: File No. S7-31-99 Date: 02/26/2000 2:13 PM To the Securities and Exchange Commission: regarding File No. S7-31-99 , I urge you to implement Regulation FD on selective disclosure. As an individual investor, part of the reason I choose stock mutual funds over buying stocks directly is that I know I can't get the same information from companies that they would selectively give to financial analysts. For instance, the 26 February 2000 issue of the Macintosh Weekly Journal (http://www.gcsf.com) reports that Apple Computer released important details on earnings and marketing strategy to a Merrill Lynch analyst even though Apple executives declined to give this information when directly asked about this in a public forum. Regulation FD would help ensure a level playing field for individual investors and would promote confidence in the stock market. Sincerely, Emil Volcheck III, Ph.D. information security analyst
