Date: 12/19/1999 7:24 PM Subject: Proposed Regulations FD Chairman Levitt: For what it is worth I would just like to comment that I am one of those small private investors. I semi-retired two years ago and begin doing my own investing, research, etc via the internet and on line brokerage firm. I was a small business owner for 28 years and feel that my experience in business is sufficient. But I was absolutely amazed when I became real serious about investing as to how the small investor is at such a large disadvantage when it comes to information from corporate America. My prime example was I owned Genetech for 5 years. Last year they were purchased by Roche Phmt. which I knew was going to happened. However, I was never informed that I would have an opinion to buy the new stock back until it was to late, but all the inside people such as the big mutual fund firms, employees, etc where informed, but the small investor was screwed. It is definitely that ALL information that is available to the BIG boys become available to the small private investor also. Please consider all the facts on the Proposed Regulations FD.
