Date: 12/25/1999 1:12 PM Subject: Proposed Regulation FD I whole heartedly concur in SEC's proposal to limit disclosure of information not generally available to the investing public to a select group of individuals, be it brokers, financial or stock analysts. I have recently read John B Stewart's book, "Den of Thieves" regarding the insider trading of the 1970s and 1980's. SEC was courageous and deserves a great deal of credit for its part in bringing down those who were involved. I have had brokers try to sell me securities on the basis that they were privy to conference calls with company representatives and that they had information not available to the average individual investor. I support your efforts. Many loopholes need to be closed in this area and the SEC must continue to be ever vigilant to watch for insider trading violations and unauthorized disclosure. Newcomers come on the scene who will attempt to circumvent these rules. Harvey Speck, individual investor.
