Subject: File S7-31-99, proposed regulation FD

To whom is may concern:
I would like to forward to you my comments regarding
Release Nos. 33-7787, 34-42259, IC-24209, File No. S7-31-99], 
specifically the section dealing with Regulation FD (Fair Disclosure).
     
  I as an avid and active investor am in complete agreement with 
  the need for Regulation FD, and in complete agreement with the
  provisions of this regulation as written. It quite clear to me during the 
  limited amount of investing I have done on-line that there is quite
  a bit of stock manipulation occurring regularly, and that regulations 
  such as these are absolutely essential to continued health of the 
  markets.
     
  I urge you to continue to refine and improve the regulation as 
  necessary to keep with the changing markets. I commend you
  for your efforts.
