I am a private investor and have experienced losses due share price movement 
on information I suspect was generated by information known to those trading 
the stock but not known and unavailable to me.  The proposed disclosure law 
will help investors like me who direct their own portfolio.  AN EVEN MORE 
IMPORTANT DISCLOSURE, is the disclosure of WHO is buying and WHO is selling 
the particular stock at any given time.  In our electronic age we have the 
structure in place to record buyer and seller of every trade and it is being 
done of course.  To really even the playing field and bring to very slow 
stroll the gross manipulation of stock prices, MAKE AVAILABLE THAT TRACEABLE 
AND RETRIEVABLE TRAIL of who BOUGHT so many shares and who SOLD so many 
shares at the time the trade is consummated.  If you truly are there to 
safeguard the public DO IT.
