Subject: Proposed Regulation FD

I believe the measure should be implemented, also I believe that they should 
have to provide at least two types of access (internet and telephone 
conference, for example)so that people who do not have immed. internet 
access could have a chance also (the press release option would probably be 
carried over the internet anyway).  My name is Roxanne Mitchell and I am a 
small individual investor. I also would like to see a ruling requiring all 
these brokerage houses(and all internet trading sites) to direct ALL trades 
to an ecn or honor the best price, to get rid of these really big spreads 
that we are seeing.  While I believe everyone deserves a chance to make an 
honest living,  this is not a fair setup in either one of these two 
scenarios.Also, thirdly,  The big wall street analysts always give the IPO 
stocks first to their good clients, this is a third area of concern. 
 Anyone who wants to invest in an IPO should be able to get a fair share of 
the stock instead of so many shares being "promised" to Merrill Lynch to 
dole out.  I live in Taylorsville NC. Wages are low here - I think if 
fairer access and rules in ALL THREE OF THESE AREAS were implemented we 
would see a great boon to the economy (you ain't seen nuthin yet baby) 
 also would force these big brokerage houses to offer genuine services 
instead of doling out favors.
