Date: 12/17/1999 3:58 AM Subject: Proposed Regulation FD Gentlemen, It is my understanding that you are planning to implement rules eliminating selective disclosure. As I am sure that you are aware, in order for markets to operate as efficiently as possible, the free flow of information must be supported. By allowing selective disclosure of material company data, you are effectively obstructing this information flow, distorting the market, and actually keeping relevent information from the owners of the company! The only people who benefit are the recipents of the data (e.g. the market analyst) and their favorite clients who are the first to receive the data. These selected clients can then act on the data, resulting in the equivalent of insider trading. By definition, information selectively disclosed is not available to the general public. Again, I fully support all efforts to eliminate selective disclosure.
