Date: 03/21/2000 6:30 PM Subject: Proposed Regulation FD I would like to lend my voice in support of the proposed regulations concerning Selective Disclosure and Insider Trading - S7-31-99. When I was a kid, I learned that, sometimes, telling only part of the truth still counted as a lie. Now that I'm an adult, I think that rule still applies. When a company selectively discloses information, it is, in effect, misinforming the general public. Those select few and their confidants have their chance to either profit from the knowledge before it becomes public, or to avoid losses by selling to those who were not privy to the same information. Selective disclosure is simply a way to preserve the old boys network. It is not very, shall we say, democratic. That system deliberately shuts out all but the privileged few, ensuring that they will make money at the expense of the rest of us. Mandating public disclosure of pertinent facts would bring us much closed to the promise of a free market. Keith T. Mentzer Sacramento, California
