Date: 12/28/1999 7:02 PM Subject: Comment on Proposed Regulation FD Chairman Levitt, Thank you for your proposal to provide more public disclosure of material information from issuers. I am an individual investor, investing for my retirement in stocks among other investments. After thoroughly researching a publicly-traded company (reading impartial(?) analysts' comments along the way) and making a supposedly informed decision to purchase stock and become an owner; it is very tiresome, as well as blatantly unfair, to watch such an investment change drastically in value on important news available to other owners but not to me. This amounts to "insider trading". All investors should at least be given the same opportunity to make informed decisions on their public investments. Sincerely, Gregg Mead
