Date: 03/21/2000 9:21 PM Subject: Proposed Regulation FD I am an individual investor and I wish to give my support to the SEC efforts to require public disclosure of information as opposed to selective disclosure. It is my opinion, that the current system of selective disclosure is a blatant form of insider trading benefiting the participants. It allows them to trade on information made available only to them while the rest of the trading community, especially the individual, are left in the dark. If this trading were conducted by an officer of the company, it would be illegal. Why then is it OK for a group of selected participants to be given this "inside" information and be permitted to trade on it before it is made public? Richard Mangieri Lucent Technologies, Inc.
