Date: 01/09/2000 1:44 PM Subject: "proposed regulation FD" A couple months ago I became very interested in an IPO of a stock named Akami which was underwritten by Morgan Stanley. Some time before the offering was to be made I asked Morgan Stanley for a prospectus and that I was very interested in this stock. I received no satisfaction from them so inquired further but was unable to receive any information with the exception of that published in Forbes magazine. I decided to purchase shares in this company anyway but was unable to make a buy as no one had access to these shares. It seems that the few shares that were available were saved for the larger clients and institutions. As you no doubt know the offering price was in the low twenties and since has moved over the two hundred dollar level. Now you know just how 13 billion dollars was made in order to distribute to Wall Streeters this year. This is not right and I cannot express myself strongly enough for your action to remedy this situation immediately. Heed Mr. Arthur Levitt's words and do whats right. Thank You, Donald Leui HC1 Box 55 Martin, SD 57551
