Subject: Small Investor Comments

As a small investor, the "selected" disclosure now permissible seems akin to 
insider trading:  giving a select few a jump  "to get in on the ground floor" or
sell before a slide.  We don't release government statistical indices to 
"selected" organizations (CPI, etc.).  Your proposed rule would be in line with 
other Federal policies to treat us all equally.

I also request that the SEC require security firms to disclose their 
relationships with companies they recommend as buys.
