Subject: Proposed Regulation 

As an individual investor it is frustrating to see a stock you've been 
following suddenly spurt up in price and even worse to see a stock you own 
drop in price with no information on why. It usually takes a week or more to 
get the information as to what happened. Because the internet has made info 
flow so quick and easy it is so unethical to provide institutions with 
advance information that it should be criminal.
