Subject: proposed rules/shareholder resolutions

I believe strongly in socially responsible investment, and I believe it should 
be reasonably simple for small investors to influence the policies of 
corporations in which they own stock.  If it were not for shareholder 
activism, I think there would still be apartheid in South Africa, many more 
forms of discrimination in the American workplace, and more environmental 
disasters around the world.  The proposed rules making it much more difficult 
for shareholders to resubmit resolutions are just not right.  Please 
reconsider.
