Subject: File No. S7-25-97 Date: 11/23/97 9:09 PM Dear Chairman Leavett: I understand that the SEC is about to pass some rules that will make it more difficult for shareholders to express their views on how their companies may conduct business. Please do not pass these rules. I appeal to you on moral and ethical grounds. It is hard enough these days for an individual citizen to effect any changes in government. You and I both know that an economic vote is more powerful than political votes at the election poles. Citizens have found a new way to influence those with power and inform them on what we care about and what kind of a world we wish to live in. Please do not take our rights away. In addition, it is my understanding that being a stock holder means that one is a partial owner of said company. Why should some shareholders be given more power than others? Sincerely, Dorothy Ruiz
