Why should we exchange costly litigation for the cost-effective and time-proven regulatory mechanisms we now have? These proposed changes are totally contrary to the expressed views of Congress in the National Securities Markets Improvement Act of 1996. On behalf of all "small" shareholders I ask you to discard these regressive proposals. Thank you. Sincerely, Don Low Submit
