Mr. Katz:
     
I wish to object in the strongest possible terms to the proposed new rules 
intended to further restrict the filing of petitions by corporate 
shareholders.  Such a move is clearly anti-democratic and in no ways serves 
the interests of anyone other than those who currently hold majority power 
in an enterprise.
     
I hope that the S.E.C. will be wise enough to see that only those that fear 
the fresh air of new ideas would support such a change in rules.
