From: RJ777bluesky@aol.com Sent: Tuesday, November 25, 2003 11:25 PM To: rule-comments@sec.gov Subject: File No. S7-23-03 (Short Selling) I am trying to be an investor that has the same abilities to make money as those that participate in the "naked" short selling scheme. This has hurt hundreds and I would suspect thousands of companies/individuals who have bought stock in companies after doing the appropriate due diligence. The playing field should be even between the big money people and the small investor outside of this country money people and inside the U.S. It is currently not an even playing field. We have been taken advantage of far too long while the small investors have lost it all while the "naked" short sellers have controlled a good many stocks and buried the company into oblivion along with rank and file investors. This practice must stop at once for the sake of fairness! Where has the SEC been in monitoring this unbelievable scheme? Please STOP IT NOW! Thank you. Ron Jones Nashville, TN
