Author: "Keith" at Internet Date: 11/17/99 9:43 AM Dear Sir/ Madam I understand that Securities traded in the OTC markets (e.g., Nasdaq Small Cap, the NASD's OTCBB, the Pink Sheets) are not subject to short sale restrictions. I urge you to regulate this area to prevent the unlimited shorting that is allowed to happen to companies traded on these markets by market makers! I believe that many good companies are destroyed by these practices in adition investors in these startup companies face unrealistic obstacles as large buy's are swallowed up by covered and naked shorts. Please consider applying the same regulations to Nasdaq Small Cap, the NASD's OTCBB, the Pink Sheets as those that apply to other american markets. Thank you for your time and consideration.
