Dear Secretary, SEC
     
Please take notice of my request.  I feel it is of utmost importance that you 
fully control the short-sale of OTC, bulletin board, and pink sheet stocks 
exactly the same way that the exchange stocks are regulated.  In order to fairly
regulate these issues, they must be placed under the same rules as the exchange 
stocks in the aspect of the short-sale.  May I also take this time to applaud 
you re: regulations concerning Internet fraud and  insider stock promoting.  Now
once illegal shorting procedures are controlled and outlawed, the market will be
a much more fair system.  I understand Section 10-A doesn't cover this aspect 
and new regs will have to be put in place, and I believe it is mandatory to do 
so.  Thank you for your time and attention to this matter.
