Dear SEC and OCC As an individual household investor, I am strongly opposed to this proposed rule. I am asking the SEC and OCC to: - Increase margin requirements, especially during high volatility. This is needed for a functioning market with consequences for its participants. - Ensure Failures-to-Deliver (FTDs) cannot remain in the system. FTDs enable phantom shares and therefore more shares than issued exist. This is against the most basic market principles. The invisible hand cannot function when FTDs and phantom shares are present in the system. - Margins should never be waived. - There should be absolutely no market maker exemptions.
